Barangay clearance request letter

A one-page letter to the Punong Barangay requesting a barangay clearance for a job application, a business permit, a bank account, a police or NBI clearance, or a scholarship. It states your full name and address, how long you have lived in the barangay, the purpose of the clearance, and lists what is attached, usually a valid ID, your cedula (community tax certificate) and proof of residency. Most barangays hand the clearance over the counter, but a letter is asked for when the purpose is a business, when you are new to the area, or when someone else collects it for you.

Templates

  • Barangay clearance request letter (document): A barangay clearance request letter format for the Philippines addressed to the Punong Barangay, stating the purpose (employment or business permit), years of residence and attached valid ID and cedula. Sample letter included.
  • Authorization letter (document): An authorization letter format for the Philippines to let a representative claim a document, ID or parcel on your behalf, with both valid IDs and a specimen signature. Sample letter for claiming a PSA birth certificate included.

How to use these templates

  1. Ask the barangay hall what they require for your purpose. Business clearances often need the lease contract or a sketch of the location; new residents may need a letter from the landlord.
  2. Open the template and give the AI the facts: "Barangay San Antonio, Pasig, resident since 2019, clearance for a milk tea stall at Unit 3, Lopez Building".
  3. List the attachments in the letter, get a cedula from the treasurer if you do not have one for the year, and bring the clearance fee.
  4. Print it, sign it, and hand it in with the attachments. If someone else is collecting, add the authorization letter and ID copies.

Getting a barangay clearance without a second trip

  • Bring the cedula for the current year; nearly every barangay asks for its number and it is issued at the barangay or city treasurer for a small fee.
  • A business clearance is in the business name and usually needs proof of the premises, such as a lease or a tax declaration, and is renewed yearly with the mayor's permit.
  • State the purpose exactly as the receiving office wrote it, for example "for employment requirement at ABC Corp." The barangay prints the purpose on the clearance and some offices reject a mismatch.
  • If you are a new resident, ask whether the barangay needs a residency certificate from the homeowners' association or the landlord first.
  • Fees are set by barangay ordinance and are small, but a receipt is always issued; keep it, since some employers ask for the OR with the clearance.

Frequently asked questions

Is a letter required for a barangay clearance?

Often not for personal clearances, which are issued over the counter with an ID and cedula. A letter is usually asked for business clearances, for new residents, or when an authorized representative collects it.

What is a cedula and where do I get it?

The community tax certificate, issued by the barangay or city treasurer for a small fee based on your declared income. Bring an ID; it is issued on the spot.

How long is a barangay clearance valid?

Usually six months to a year, depending on the barangay and the purpose. Business clearances follow the calendar year.

Is it the same as a police clearance?

No. The police or NBI clearance covers criminal records at city or national level. Many of those applications require a barangay clearance first.
